91.
(1) The Pradeshiya Sabha or any officer authorized by the Pradeshiya Sabha for that purpose may, subject to the other provisions 'of this Act, inspect any latrine or cesspit within its limits, and may for that purpose at any time enter upon any house, building or land, with such assistants and workmen as are necessary, and cause the ground to be opened, where such Pradeshiya Sabha or officer may think fit, doing as little damage as may be. |

(2) If upon any inspection under subsection (1) it appears that any latrine or cesspit is not in good order and condition, or that it has been constructed after the date of the constitution of the Pradeshiya Sabha in any manner contravening the provisions of this Act or the by-laws made thereunder or contray to the direction of the Pradeshiya Sabha, the expenses of such inspection shall be paid by the person to whom such latrine Or cesspit belongs, and shall be recoverable as hereinafter provided. |

(3) If any latrine or cesspit is found to be in proper order and condition, and not to have been constructed in contravention of the provisions of this Act or the by-laws made thereunder or the directions of the Pradeshiya Sabha, the Pradeshiya Sabha or the authorized officer of the Pradeshiya Sabha shall cause the ground to be closed and made good as soon as may be and the expenses incurred thereby shall in that case be defrayed by the Pradeshiya Sabha. |
