(1) Where the Commission reasonably belives that an activity identified under section 22 exists, without prejudice to section 15, the Commission shall have the power exercised by an officer of the Commission authorized in that behalf, on reasonable grounds, with an entry warrant issued by a Magistrate and on production, if required, thereof-
| | (a) to enter, inspect and search at all reasonable hours of the day the premises in which any regulated entity is carrying on its business, or any other premises: and | | |
| | (b) to inspect, take copies of or seize and detain any relevant records or documents of that regulated entity, and no person shall obstruct any officer acting in the exercise of his or her powers under this section. | | |
