Save as otherwise prescribed, no person shall, on or after the date on which the Board is established, construct in an undeveloped area any irrigation works or waterworks without the prior sanction of the Board or otherwise than in accordance with such conditions as may be imposed by by-laws or directions made or issued by the Board. |
