Acts or proceeding of the Authority deemed not to be Invalid by reason of any vacancy or defect in the appointment of a member

10. Any act or proceeding of the Authority shall not be deemed to be invalid by reason only of the existence (if any vacancy among its members or any defect in the appointment of any of its members.
