25.
| (1) The Fund shall be under the control and administration of the Minister and shall be administered by the Secretary to the Ministry subject to the directions of the Minister. |

| (2) The Secretary to the Ministry shall, as soon as possible, after the end of each calendar year prepare a report on the administration of the Fund. |
|
| (3) The Secretary to the Ministry shall cause to be maintained a full and appropriate account of the Fund. |
|
| (4) The provisions of Part II of the Finance Act, No. 38 of 1971, shall, mutatis mutandis, apply to the financial control and accounts of the Fund. |
|
| (5) The financial year of the Fund shall be calendar year. |
