| 8. A member of the Commission who is directly or indirectly interested in any matter which forms the subject of any proceeding of the Commission or of any decision pro posed to be made by the Commission, shall disclose in writing the nature of his interest at a meeting of the Commission and such member shall not take part in any proceeding or decision in respect of such matter. |
