| (1) Every member of the Council, other than an ex officio member, shall, unless he vacates office earlier, hold office for a period of five years and be eligible for members. re-election or denomination. |

| (2) Where an member or a nominated member vacates his office prior to the expiration of his term of office, another member shall be elected or nominated in the same manner as the vacating office has been elected or nominated under the provisions of section 3. |
|
| (3) A member elected or nominated in place of a member who vacates office, shall, unless he earlier vacates office, hold office for the unexpired period of the term of office of the member whom he succeeds. |
|
| (4) Every ex officio member of the Council shall hold office as long as he holds the post by virtue of which he has been appointed as a member of the Council. |
