31. Contracts on behalf of the Railways Authority may be made as follows:
| (a) a contract which, if made between private persons would be by law required to be in writing, may be made on behalf of the Railways Authority in writing under the seal of the Railways Authority; |

| (b) a contract which, if made between private persona would be by law required to be in writing signed by the parties to be charged therewith, may be made or. behalf of the Railways Authority in writing signed by any person or persons duly authorized thereto by the Board; and |
|
| (c) a contract which, if made between private person would in law be valid although made by parol only and not reduced into writing, may be made by parol on behalf of the Railways Authority by any person or persons duly authorized thereto by the Board. |
