| (1) The affixing of the seal of the Institution to any instrument other than an instrument referred to in subsection (2) shall be in the presence of, and be attested by
| | (a) the Chairman and Vice-Chairman of the Council; or | | |
| | (b) the Chairman or the Vice-Chairman and any other member of the Council; or | | |
| | (c) such one member of the Council and a member of the staff of the Institution as nay have been authorized by the Council to act on its behalf on such an occasion. | | |

| (2) The affixing of the seal of the Council to an instrument containing an agreement for the rendering of any service by the Institution shall be in the presence of, and be attested by, the Director-General of the Institution or, in his absence, any member of the staff of the Institution who has been authorized by the Council to act on behalf of tie Director-General on such an occasion. |
