16.
| (1) The Council may establish committees to assist it in the performance of its functions and may appoint such persons (whether an employee of the Institution or not) as it may deem fit to be members of any such committee. |

| (2) The Council may assign to a committee so established such of its powers as it may deem fit, but shall not be divested of any power which it may hare assigned to a committee, the Council may amend or revoke any decision made by a committee. |
|
| (3) The members of any such committee may out of the funds of the Institution receive such remuneration and allowances as the Minister may determine with the concurrence of the Minister in charge of the subject of Finance. |
