| 9. Every member of the Council, other than the Vice- Chairman shall, unless he earlier resigns or vacates his office by death, resignation or removal, hold office for a period of three years : Provided that a. member of the Council appointed in' place of a member who dies, or resigns or is removed from membership, shall hold office for the unexpired part of the term of office of the member whom he succeeds. |
