| (1) Every person guilty of an offence under subsection (1) of section 39 or section 22 shall be liable on conviction to a fine not less than twenty thousand rupees and not exceeding one hundred thousand rupees or to imprisonment of either description for a term not less than six months and not exceeding three years or to both such fine and such imprisonment. |

| (2) Every person guilty of an offence under subsection (2) of section 19 shall be liable on conviction to a fine not less than ten thousand rupees and not exceeding twenty thousand rupees or to imprisonment of either description for a term not less than three months and not exceeding six months or to both such fine and such imprisonment. |
