How the seal of the Corporation is to be affixed

9. The seal of the Corporation shall not be affixed to any instrument whatsoever except in the presence of two members of the Council of Management of whom one shall be either the Chairman or the General Secretary who shall names to the instrument in token of their presence and such signing shall be independent of the signing any person as a witness.
