Section 3 of the principal enactment is hereby amended in subsection (1) of that section, by the substitution, for the words and figures, "the years commencing respectively, on April 1,1996 and on April 1,1997", of the words and figures, "the year commencing on April 1, 1996 and of every year commencing on or after April 1, 1997". |
