13.
| (1) The decision of the Board on any application made to the Board shall, within three months after the receipt of the application, be communicated in writing to the applicant. Where for any reason the Board is unable to communicate its decision to the applicant within the aforesaid three months, the Board shall so inform the applicant and shall specify the period within which its decision will be communicated to him. |

| (2) Where an application to the Board is rejected by the Board, the Secretary of the Board shall convey the Board's decision to the applicant within three days after the date of such decision. |
