Where the mortgaged land is sold, the appropriate authority shall, after deducting from" the proceeds of the sale the amount due on the mortgage and the moneys and costs recoverable under section 40, pay the balance remaining, if any, either to the borrower or to any person legally entitled to accept the payments due to the borrower, or, if the appropriate authority is in doubt as to whom the money should be paid." into the District Court of the district in which such land is situate to be drawn by the person entitled thereto. |
