| 46. Nothing in sections 30 to 45 shall be deemed to preclude the appropriate authority from recovering the amount due on. any mortgage bond in, accordance with the provisions of any other written law :Provided, however, that no action or proceeding for the recovery of money due on such mortgage shall be instituted except with the written authority of the Board. |
