The Secretary to the Board

6.
(1) The Deputy General Manager of the Authority, in charge of development shall act as the Secretary to the Board.
(2) The Secretary to the Board shall convene all the meetings of the Board and shall maintain records of such meetings but shall not be entitled to vote at the meetings of the Board.
