3. Section 22 of the principal enactment is hereby amended by the repeal of subsection (1) of that section and the section substitution therefor of the following subsection: "
| " (1) The Minister may make regulations on all matters in respect of which regulations are required to be made under this Law or required by this Law to be prescribed. Every regulation made by the Minister shall be published in the Gazette and shall come into operation on the date of such publication, or on such later date as may be specified therein.". |
