MALAYSIAN COMBINED CADET FORCE
ACT 1967
An Act to provide for the establishment of the Malaysian Combined Cadet Force and for matters incidental thereto.
[1 January 1968]
BE IT ENACTED by the Seri Paduka Baginda Yang di-Pertuan Agong with the advice and consent of the Dewan Negara and Dewan Rakyat in Parliament assembled, and by the authority of the same, as follows:
Short title and application
1. (1) This Act may be cited as the Malaysian Combined Cadet Force Act 1967.
(2) This Act shall apply throughout Malaysia.
Interpretation
2. In this Act, unless the context otherwise requires-- "cadet officer" means a person appointed to be a cadet officer in accordance with section 8;
"Force" means the Malaysian Combined Cadet Force raised under section 3;
"officer" means a person appointed by the Yang di-Pertuan Agong to be an officer in accordance with section 7; "member" means any officer, cadet officer or cadet who has been duly appointed or enrolled in the Force, as the case may be; and "Minister" means the Minister of Education.

Establishment of a Combined Cadet Force
3. (1) There shall be raised and maintained for the purpose of inculcatinginyouthsasenseofdiscipline,responsibilityandadventure and of instilling into such youths the qualities of leadership and good citizenship, a force of volunteers to be called "Pasukan Kadet Bersatu Malaysia" or, in English, "Malaysian Combined Cadet Force".
(2) The Force shall--
(a) in relation to administration and discipline, be under the general direction and supervision of the Yang di-Pertuan Agong; and
(b) in relation to training, the provision of arms, accoutrements and such other military stores and equipment as may be necessary, be advised and assisted by the Armed Forces Council.
Units of the Force
4. (1) The Force shall consist of such units and sub-units as the Minister may with the advice of the Armed Forces Council from time to time constitute and establish; and the Minister may with such advice at any time disband any unit or sub-unit or amalgamate any unit or sub-unit with any other.
(2) Every unit constituted and established under this section shall be known by such name or title as the Minister may approve; and the Minister may at any time alter or amend such name or title. Advisory Committee
5. The Minister may after consultation with the Armed Forces CouncilappointanAdvisoryCommitteetoadviseontheadministration of the Force and on such other matters as the Minister may specify. Appointment and enrolment
6. Any Malaysian citizen shall be eligible to be appointed as an officer or as a cadet officer, or to be enrolled as a cadet in the Force: Provided that a Commonwealth citizen may, notwithstanding that he is not also a Malaysian citizen be appointed to or enrolled in the Force, if the Minister considers such action to be necessary or expedient.

Officers appointed to the Force
7. (1) Officers shall be appointed to the Force by the Yang di-Pertuan Agong who may from time to time reduce in rank, promote or advance in rank such officers.
(2) The Yang di-Pertuan Agong may grant honorary appointments as officers in the Force to such persons as he deems fit. (3) The Yang di-Pertuan Agong may without assigning any reason therefor cancel any appointment or grant made under this section.
Commanding officers and cadet officers
8. The Minister may with the advice of the Armed Forces Council appoint officers to be commanding officers of units of the Force or to be cadet officers in the Force; and the Minister may, without assigning any reason therefor, cancel any such appointment. Sub-unit commanders
9. Commanding officers may with the approval of the Minister appoint officers to be sub-unit commanders.
Minister may dispense with the service of a cadet
10. The Minister may at any time dispense with the services of any cadet.
Regulations
11. (1) The Yang di-Pertuan Agong may make regulations to carry out the purposes of this Act:
(2) In particular, and without prejudice to the generality of the foregoing power, such regulations may prescribe-- (a) the organization, administration and discipline of the Force; (b) the age and other qualifications to be required of members; (c) the appointment, seniority, promotion and advancement or reduction in rank of officers;

(d) the manner in which and the conditions subject to which persons desiring to be enrolled in the Force may offer themselves for enrolment and the form of declaration to be taken by such persons;
(e) the seniority, promotion and advancement or reduction in rank of cadet officers and cadets;
(f) the extent of service required of members, which service may,subjecttosection14,includeserviceoutsideMalaysia; and
(g) the remuneration of members.
Rules
12. The Minister may, after consultation with the Armed Forces Council, make rules respecting--
(a) the extent of the training to be undergone and the standards to be achieved therein from time to time by members; (b) attendance for training and at courses of instruction by members;
(c) the uniform, arms and equipment of the Force; and (d) security clearance of members.
Standing orders
13. (1) The Armed Forces Council may make standing orders not inconsistent with this Act or any regulations or rules made thereunder respecting the general organization, administration and training of the Force.
(2) In particular, and without prejudice to the generality of the foregoing power, such standing orders may provide for-- (a) the issue and care of arms, accoutrements, ammunition, supplies, clothing and equipment;
(b) returns, books and forms of correspondence; and (c) the training and inspection of the Force and the holding of camps and exercises.
9Malaysian Combined Cadet Force
Service outside Malaysia
14. No member shall, without his consent in writing, and in the case of a member who is under 21 years of age, without the consent of his parents or guardian, be required to serve outside the territorial limits of Malaysia.
Delegation of powers of the Yang di-Pertuan Agong
15. TheYangdi-PertuanAgongmayfromtimetotimebynotification in the Gazette delegate to the Minister all or any of the powers conferred upon him by this Act, excepting only the powers conferred by section 11.
Expenses
16. There shall be defrayed out of moneys provided by Parliament any expenditure incurred under or by virtue of this Act. Repeal
17. The Federation of Malaya Air Training Corps Ordinance 1950 [F.M. Ord. 69 of 1950], and the Federation of Malaya Cadet Corps Ordinance 1952 [F.M. Ord. 46 of 1952], are hereby repealed: Provided that--
(a) all subsidiary legislation made under the Ordinances hereby repealedandinforceimmediatelybeforethecommencement of this Act shall, in so far as it is not inconsistent with this Act, remain in force and apply to all members of the Force until other provisions are made under this Act;
(b) all persons who immediately before the commencement of this Act were officers commissioned or persons enrolled under the Ordinances so repealed shall, with their consent and with the approval of the appropriate authority, be deemed to be officers appointed or persons enrolled under this Act, as the case may be; and the officers and persons so deemed to be appointed and enrolled, respectively, shall have a rank and seniority not less favourable than those accorded to them immediately before the
commencement of this Act.

Forthepurposeofparagraph(b)theexpression"appropriateauthority" in relation to any approval to be given under that paragraph means the Yang di-Pertuan Agong in the case of officers commissioned, and the Minister in the case of persons enrolled, under the Ordinances repealed aforesaid.
