(1) The conversion plan prepared by the Commission under regulation 5 may set out the procedures and timetable for issuing new spectrum assignments to replace existing apparatus assignments which are affected by the conversion plan.

(2) The conversion plan may not require a spectrum assignment to be issued for the whole of the spectrum or the geographic area to which the conversion plan applies.
