(1) The rates payable for the sale of airtime shall be as prescribed in the Fourth Schedule.

(2) Notwithstanding paragraph (1), the Minister may prescribe guidelines for:

(a) criteria for advertisers eligible to enjoy retail rates;

(b) incentives that can be offered to advertisers making bookings on package and/or long term basis; and

(c) changes in transmission time and fixing of zones rates in accordance with program ratings.
