| (1) The Council may delegate to the Director of the Bureau all or any of its powers relating to the appointment of other officers or servants to the staff of the Bureau. The conditions of employment, including remuneration, of any such officer or servant appointed by the Director under the power delegated to him shall be determined by him with the concurrence of the Council. |

| (2) The Director of the Bureau shall not, except with the prior approval of the Council, request the services of, make agreements for obtaining, or appoint, any person who is not a citizen of Ceylon as an officer or servant of the Bureau. |

| (3) The dismissal by the Director of any officer or servant shall not have effect unless it is approved by the Council. |
