| 60. If in the operation, of this Act, any case shall arise in which, in the opinion of the Minister, substantial hardship is likely to be caused to any person by reason, of an unintentional failure on the part of such person, to observe any formality prescribed by this Act or by any regulations made thereunder, me Minister may give such directions as may be necessary to mitigate or prevent such hardship., |
