| (1) The Commissioner may, in consultation with such persons as are in the opinion of the Commissioner, interested in the manufacture, importation, sale and consumption of any article, decide on a scheme of distribution of such article. The Commissioner may, in any such scheme of distribution, make provision requiring the labelling, price marking and packeting of articles. |

| (2) Every such scheme of distribution shall be published in the Gazette and in a least one Sinhala, one Tamil and one English newspaper. |
