Who shall preside, quorum, &c

10.
(1) The President shall, if present, preside at meetings of the Committee. In the absence of the President, the Vice-President shall preside. In the absence of the President and the Vice-President, such member of the Committee as may be elected for the purpose by the members present at the meeting shall preside.
(2) The President, or in his absence the member presiding, shall have a casting vote in addition to his original vote.
(3) The quorum for meetings of the Committee shall be nine members of the Committee.
