19.
| (1) The Minister may make regulations in respect of matters required by this Act to be prescribed, or in respect of which regulations are authorized to be made . |

| (2) Without prejudice to the generality of the powers conferred by subsection (1) regulations may be made in respect of any of all of the following matters :-
| | (a) the provision of an adequate and uninterrupted supply of electrical energy petroleum and other energy resources that are essential to the life of the community ; | | |
| | (b) the conditions to be observed for the safety of energy projects ; | | |
| | (c) the measures necessary for the conservation and use of electrical energy; | | |
|
|
| (3)Every regulation made by the Minister shall, be published in the Gazette and shall come into operation on date of such publication or on such later date as may specified in the regulation. |
|
| (4)Every regulation made by the Minister shall, as soon as convenient after its publication in the Gazette, be brought before Parliament for approval. Any regulation which is not so approved shall be deemed to be rescinded as from the dale of such disapproval, but without prejudice to anything previously done thereunder. |

| (5)Notification of the date on which any regulation is deemed to he rescinded shall be published in the Gazette. |
