3. Section 11 of the principal enactment is hereby amended by the repeal of subsection (2) thereof and the substitution therefor of the following subsection:-

| | (a)Every Order made under subsection (1) (a) shall apply to the whole of sri Lanka or such part thereof as is specified in such Order ,and shall come into force ,or be deemed to have come into force ,on such date as is specified therein ,whether such date is a date before or after the date of publication of such Order in the Gazette.

| | (b)Every Order made under subsection (1) (b) shall come into force upon the date of its publication in the Gazette or on such later date as may be specified therein.".
