4. A person shall be disqualified from being elected or appointed as a member of the Council
(a) if he is less than twenty-five years of age; or |

(b) if he is under any written law found or declared to be of unsound mind; or |
|
(c) if he is an undischarged bankrupt or insolvent; or |
|
(d) if he is an employee of the Council; or |
|
(e) if he is convicted by a competent court of an offence involving such degree of moral turpitude as in the opinion of the appointing or electing authority renders him unfit to be a member of the Council. |
