4. Section 31 of the principal enactment is hereby amended in subsection (1) of that section, by the repeal of paragraph (d) of that subsection and the substitution of the following paragraph therefor : -

" (d) where the consent of one or more candidates nominated has or have not been endorsed on the nomination paper or where the oath or affirmation in the form set out in the Seventh [Cap.1] Schedule to the Constitution of one or more candidates has or have not been annexed to the nomination paper; or".
