Representation

19. No attorney-at-law, agent or any other person shall be entitled or permitted to appear on behalf or any party to a dispute in any matter before a Board: Provided however that representation before a Board
(a) of one spouse by another spouse; or
(b) of a minor or other person under any disability, by his parent, guardian or curator,
