National Institute Of Technical Education Of Sri Lanka Act (No. 59 of 1998) - Sect 4

Powers of the Institute

4. The Institute shall, subject to the provisions of this Act, have the following powers :-
(a) to initiate, promote, conduct and co-ordinate research, surveys and investigations in relation to any aspect of the development of technical and vocational education and training of technical trainers;
(b) to conduct education and training programmes and courses, through different modes of instruction, for persons who wish to qualify as trainers in the field of technical and vocational education and training and award certificates, diplomas, associate degrees and other academic distinctions to those who have successfully completed such programmes and courses and have passed the prescribed examinations ;
(c) to equip and maintain, for the purposes of the Institute, libraries, workshops, laboratories and other facilities and to provide other services required in the training of trainers in technical and vocational education training sector;
(d) to establish and maintain regional centres for the purpose of conducting technical and vocational trainer education and training programmes and courses, in technical and vocational education and other activities of the Institute ;
(e) to utilize vocational training councils (hereinafter referred to as "the Council") established under the Vocational Training Authority Act, No. 12 of 1995 for the purpose of advising and assisting the Institute to carry out its functions and duties and to facilitate and coordinate the activities of such councils;
(f) to enter into agreements with educational or other institutions whether in Sri Lanka or abroad, discharging functions similar to the functions discharged by the Institute, for the exchange of information, personnel and students and generally, for such purposes as may be conducive to the discharge of the functions of the Institute ;
(g) to levy and charge fees or other charges for services rendered, or facilities or equipment provided, by the Institute ;
(h) to acquire, hold, take or give on lease, mortgage or hire, pledge or sell or otherwise dispose of, any movable or immovable property for the purpose of discharging the functions of the Institute ;
(i) to provide financial assistance, welfare and recreational facilities, houses and other accommodation for the trainees, officers and servants of the Institute ;
(j) to enter into and excute, whether directly or through any officer or agent authorized in that behalf by the Institute, all such contracts or agreements as may be necessary for the discharge of the functions of the Institute ;
(k) to make rules in respect of the administration of the affairs of the Institute and in relation to its officers and servants including their appointment, promotions, remuneration, disciplinary control, dismissal and the grant of leave to them ;
(l) to enter into agreements with employers, for the provision of in-house training to trainees, selected for training by the Institute ; and
(m) to do all such other acts or things which, in the opinion of the Institute, are necessary for, or are conducive or incidental to, the attainment of its objects.
