4. The Director may take steps within the Zoo
| (a) to construct enclosures, roads, buildings and fences, to provide water supplies and to carry out such other works as he may consider necessary for the management of the Zoo ; |

| (b) to ensure the safety of the animals in the Zoo ; |
|
| (c) to regulate and control vehicular traffic ; |
|
| (d) to provide special areas for the parking of vehicles; |
|
| (e) to ensure the safety of the visitors to the Zoo ; and |
|
| (f) to protect any farm maintained by the Zoo and the produce thereof. |
