| 3. It shall be in the discretion of the competent authority to issue or renew a passport or emergency certificate or to refuse to issue or renew a passport or emergency certificate, and no such refusal to issue or renew a passport or emergency certificate shall be called in question in any court of law or tribunal by way of writ or otherwise: Provided, however, that any person aggrieved by the decision of the competent authority shall be entitled to appeal to the Minister. |
