| (1) The amendment made in the principal enactment by section 2 of this Act shall be deemed to have come Into force of the date on which that enactment came into operation. |

| (2)Where, before the date of commencement of this Act ,any person has paid any stamp duty on any document other than a plaint of a plaintiff, an answer of a defendant of the plaintiff's reply to a defendant's claim in a reconvention, filed in a civil action instituted in a Primary Court, such person ;shall not foe entitled to have any such stamp duty refunded to him. |
