2. Section 3 of the Protection of the Rights of Persons with Disabilities Act, No. 28 of 1996 (hereinafter referred to as the "principal enactment") is hereby amended as follows :-
| (1) by the insertion immediately after paragraph (a) of that section of the following new paragraph:"
| | "(a) the Secretary or in the absence of the Secretary, the Additional Secretary of the Ministry of the Minister."; | | |

| (2) in paragraph (c) of that section by the substitution for the words "nine other members" of the words "ten other members". |
