| 204. If neither the owner nor the occupier of any house, building, or land pays the expenses incurred by the Pradeshiya Sabha, the amount of the expenses shall be a charge upon the house, building, or land in respect of which the expenses were incurred, and payable as a debt due to the Pradeshiya Sabha. |
