(1) Whenever the Pradeshiya Sabha is satisfied that any building or block of buildings are by reason of the concurrence of an epidemic or of the manner in which such buildings are crowded together, or of the want of drainage or the impracticability of scavenging, attended with risk to the health of the inhabitants thereof or of the neighbourhood, the Pradeshiya Sabha shall serve a notice on the owners or occupiers thereof, or, at its option, on the owner of the land on which such buildings are constructed, to execute within such time as may be specified in the notice, such operations including the alteration of such building as the Pradeshiya Sabha may deem necessary for the avoidance of such risk. |

(2) In any case where an owner or occupier served with a notice under subsection (1) refuses or neglects to execute such operations within the time specified in the notice, any officer authorized by the Pradeshiya Sabha in that behalf may cause the building to be taken down, or such operational to be performed in respect thereof, as the Pradeshiya Sabha may deem necessary to prevent such risk. |

(3) Where any buildings are taken down under subsection (2) the Pradeshiya Sabha or the authorized officer shall cause me materials of each building to be sold separately if such sale can be effected, and the proceeds shall be paid to the owner of the building, or if the owner be unknown or the title disputed, shall be held in deposit by the Pradeshiya Sabha until the person entitled thereto obtains the order of a competent court for the payment of such proceeds. |
