| (1) The objectives of the Act shall be to promote international co-operation for educational advancement by providing for exchanges in higher education by financing studies, research, instructions and other educational activities and by making provision for the award of post-graduate scholarships .
| | a)to citizens of Sri Lanka, who are pursuing higher education in Sri Lanka, to attend institutes of higher . Education abroad; and | | |
| | (b)to citizens of foreign countries, to pursue higher education in institutes of higher education in Sri Lanka | | |

| (2) The objectives of the Act as set out in subsection (1) shall be implemented by the Board. |
