12.
(1) The Minister may make regulations generally for the purpose of giving effect to the principles and provisions of this Act and particularly in respect of any matter which is stated or required by this Act to be prescribed or for which regulations are required by any provision of this Act to be made. |

(2) No regulation made under this section shall have effect until it is approved by the Senate and the House of Representatives and notice of such approval is published in the Gazette. |
