(1) Any person who contravenes the provisions of this Act or any by-law or regulation made thereunder shall be guilty of an offence under this Act and, if no other punishment is expressly provided by or under this Act for such offence, shall, on conviction after summary trial before a Magistrate, be liable to imprisonment of either description for a period of not less than one month or to a fine of not less than five hundred rupees, or to both such imprisonment and fine. |

(2) By-laws may be made under this Act prescribing the punishments, other than the punishments referred to in sub-section (1), which may be imposed in respect of offences under this Act committed by reason of a contravention of any of the provisions of any by-law. |
