The Secretary shall have the custody of the seal of the Corporation which shall not be affixed to any instrument whatsoever except with the authority of the Council and in the presence of at least two members of the Council who shall sign their names to the instrument in token of their presence and such signing shall be independent of the signing of any Person as a witness. |
