| (1) For the purpose of the exercise, discharge or performance of its powers, functions or duties under this Act, or any other enactment (other than the principal Act), the Board may enter into and perform all such contracts as may be necessary for that purpose. |

| (2) For any purpose referred to in sub-section (1), the Board may establish its own branches or agencies or make contracts of other arrangements for such purposes with Government departments, local authorities, or other persons (whether in or outside Ceylon). |
