| 30. All proceedings, decisions, orders and acts of a Village Council shall be entered in a book of minutes, and upon their confirmation with such amendments as may be necessary at the next succeeding meeting of the Council, shall be signed by the Chairman ; and a copy, certified by the Chairman, of any record so entered and signed, shall be admissible in evidence in any court or Rural Court in Ceylon. |
