Section 66 of the principal enactment is hereby amended in subsection (5) of that section by the substitution for the words " fine not exceeding one thousand rupees or to both such imprisonment and fine.", of the words ''fine not less than five thousand rupees and not exceeding ten thousand rupees or to both such imprisonment and fine.
