| 13. Section 27 of the principal Act is hereby amended by the insertion, immediately after the definition of "landlord", of the following new definitions :- " local authority" means any Municipal Council, Urban Council, Town Council or Village Council ; " premises " mean any building or part of a building together with the land appertaining thereto ; |
